The 13 climbing holds are already pre-assembled. The distance between the holds is chosen in such a way that even 1-year-olds can reach the upper 5 holds by climbing with their hands, but their feet cannot get past the lower 8 holds. A bell or a small "reward" can be attached to the top as a climbing incentive.
